The Smart City Business Brazil Congress (SCB-Br) is in its tenth edition and has just surpassed another of its records: the number of registered projects. There were 106 registrations, from 68 different organizations.


The Award's judging committee defined that no organization could be awarded more than 2 projects, regardless of their quality; and limited the number of winners to 30% of those registered, in this case, 32 winners.


Below is a list of the winners of the 2023 event, in alphabetical order, who received their respective trophies during the opening ceremony of the Smart City Business Brazil Congress, held on the night of May 23, at Centro Cultural São Paulo, in Sala Jardel Filho, located at Rua Vergueiro, 1.000 - Paraíso, in the city of São Paulo.

Organization: Etherium TechCity: Barueri - State: SP

Job Title: Etherium Cloud & Data Center

Through a robust and scalable computational infrastructure, Etherium created a complete platform to generate business intelligence and efficiency, with resources that simplify the data and cloud computing journey.

Its numerous success stories in the area of optical communication infrastructure, provides IP telecommunications and internet connectivity solutions, creating and managing complex optical networks and integrating them into the data governance environment in its Multicloud environments, providing greater quality in the experience, resilience and automation of the solutions offered.

As innovative features of the work, Etherium presents efficient algorithms, Artificial Intelligence, Machine Learning and other technologies, which enable the unification of the entire data governance and intelligence journey, from end to end, enabling Ingestion, engineering, science and visualization of data in a single track. Its Multicloud environments, custom-architected for each business model need, enable the implementation, in minutes, of complete environments and solutions, from cloud infrastructure to advanced Business Performance and Data Governance solutions. Results and impacts brought by the project:

Today, the Etherium solution is already present in more than 100 municipalities, which benefit from these advanced solutions, with a high degree of internal use, due to the friendly interfaces, which encourage their use.

Winning project 2:

Organization: Geopixel Geotecnologias Consulting and Services

City: Pindamonhangaba - State: SP

 

Job Title: Constant monitoring of urban changes, using Geopixel satellites

 

The Geopixel Urban Change Monitoring solution is an intelligent solution that, through satellites and DRONE/UAV, monitors areas of interest to city halls, constantly identifying the emergence of invasions, new constructions, occurrence of deforestation, disposal of rubble and similar events . With this solution, inspection teams can receive an alert on their mobile devices with the location of an incident, so that they can promptly act assertively, optimizing public resources.

A successful example was implemented in the municipality of Pindamonhangaba (SP) which, at the moment, has experienced a different context, with less pressure from irregular occupation, in addition to promoting the regularization of constructions, which had not previously been informed by the resident to the city hall. . In addition to the social and organizational impact, this set of Geopixel solutions has already identified a potential increase in annual revenue, exceeding R$ 20 million, with the regularization of these constructions and subdivisions in the municipality. The innovative feature of this work lies in the use of satellites and DRONE/UAVs for urban monitoring and the identification of occurrences throughout the municipality's area of interest. In addition to automating the monitoring and inspection procedure, with the prompt identification of the occurrence/invasion, making this occurrence available to the inspection teams via mobile application, integrated with other internal systems of the municipality, validating identified irregularities. Results and impacts brought by the project:

    Improvement of municipal urban planning; Optimization of existing public resources; Reduction of invasions and irregular housing; Reduction of deforestation and irregular disposal of rubble; Greater overt inspection action; Guarantee of full monitoring of the entire area of interest to the municipality, within the specified period, guaranteeing equal treatment; Identification of incremental annual revenue potential; Digitization and integration of internal processes.

Winning project 3:

Organization: Araguaína City Hall

City: Araguaína - State: TO

 

Job Title: Modernization of municipal tax collection

 

With the aim of transforming the way in which tax notifications were made to taxpayers, made by sending physical correspondence by 2022, Araguaína contracted, via Marco Legal das Startups, taxpayer relationship software to modernize tax collection. Thus, the municipality began work to actively communicate with taxpayers, via email, SMS and WhatsApp, about due taxes, in addition to sending reminders informing them of default. Thus, since then the municipality has digitized communications regarding all taxes, such as ISS, Fees, IPTU, in addition to Active Debt. In January 2023, along with the start of IPTU 2023 collection, the form of communication via WhatsApp was added.

To allow the sending of mass communications, processes were carried out to enrich the contact information of taxpayers' emails and telephone numbers, using more than 10 sources of information internal and external to the city of Araguaína, thus enabling the reach of communications to a greater number of taxpayers.

As a result, considering only the IPTU Single Quota of 2023, communications using WhatsApp, e-mail and SMS reached approximately 45% of taxpayers, generating an impact on the municipality's tax collection, which increased its value by more than R$1. .8 million, which represents 6 times the amount invested by the municipality in the contracted software.

As innovative characteristics of this work we can mention the innovation in the form of communication via taxpayer relationship software and also in the unification of the registration of various departments, public service concessionaires and external data. This innovation was possible due to the Legal Framework for Startups. Araguaína became the first Brazilian municipality to carry out a contract using the new framework, which allowed it to bring more efficient solutions, with quality and lower cost, ultimately benefiting the city's residents.

 

Results and impacts brought by the project:

As a result, communications using social media reached approximately 45% of taxpayers, generating an increase in the municipality's tax collection in the amount of more than R$1.8 million, which represents 6x the amount invested by the municipality in the software.

Organization: Assaí City Hall

City: Assaí - State: PR

 

Job Title: Ecosystem of innovation and transformation - Small cities can also be smart

 

Assaí has a public institution of vocational technical education that meets all the demand for technical education in the Region. Based on this regional technical education model, the municipality sought to establish a public governance system. From this new purpose, the Vale do Sol Innovation and Digital Transformation Ecosystem was born, operating within an exclusive concept of meta-governance. New Paragraph


In the closed modality, the Municipality established its own Government literature as a Platform, called GOVSUN, encompassed in data and analytical sciences, constituting scenarios with an emphasis on evidence, integrating public policies and implementing new technologies, such as: Big Data; Cloud Computing; AI; and IoT. As a highlight of the Platform, we can mention the Smart Squares projects and the support for SME entrepreneurs through the implementation of the public marketplace Shopping Digital de Assaí.


In the open modality, the innovation ecosystem immerses itself in agrotech and govtech solutions, covering learning environments, co-creation, prototyping and incubation, accelerating new local entrepreneurs, focusing on institutional development and the construction of new vocations to boost local employability.


The Vale do Sol Innovation and Digital Transformation Ecosystem is already innovative, converging open innovation with closed innovation, enabling experimentation environments throughout the city. To access the Platform, each citizen receives a Card, called ASSAÍ, giving access to public policies, stimulating behavioral economics through the use of Nudges in the “Sou Assaiense” loyalty, also constituting a new means of electronic payment in the city, integrating production arrangements.


Assaí/PR, has been taking advantage of its “Small Municipality” characteristic, with its 15 thousand inhabitants, to apply the main maturity models for smart cities, consolidating predictive and prescriptive control panels, based on the main meta-governance metrics. Through the GOVSUN Platform, the Municipality promotes itself as an evidence-based Government, bringing together a set of actors, public and private, leading the city to be the 1st CASHLESS CITY IN BRAZIL, and promoting a conceptual sample for the country of best practices in smart cities.


Results and impacts brought by the project:

A significant impact of this ecosystem was the leap in educational development, exceeding the target, reaching a score of 5.2 in this Basic Education Development Index - IDEB.

Winning project 5:

Organization: Barueri City Hall

City: Barueri - State: SP

 

Job Title: EAD training platform in Barueri with 1st course in the metaverse


The Barueri EAD Training Platform is a project to train municipal employees and citizens, so that everyone has access to quality education that helps them develop the skills necessary for the current and future job market.


Barueri's EAD training platform, combined with the use of the metaverse, provides a unique learning experience, which stimulates interaction and creativity among participants. Unlike other available courses, this project is a pioneer in the region and already has 700 registered students. With recent changes in the job market, it is essential that professionals are always up to date and prepared to face everyday challenges. In this sense, Barueri's EAD training platform appears as an innovative and effective solution for training.


Projects such as the COURSE in Metaverso: INTERNET AND DIGITAL MARKETING - FROM ZERO TO ACTUAL - PRACTICAL, developed in virtual reality, are essential for anyone who wants to undertake or advance their professional career.


The courses cover various areas, such as management, technology, 3D printing, Metaverse, Plotter, Podcasts, Live production, among others. With easy online access, participants study at their own pace, without compromising the performance of their daily activities.


Results and impacts brought by the project:

The project provided an innovative and differentiated learning experience, also democratizing access to technology and training for everyone. This is an opportunity given to people of different ages, origins and social classes, who learned together and improved their skills in areas that are increasingly needed in the current job market.

Winning project 6:

Organization: Bauru City Hall

City: Bauru - State: SP


Job Title: Construction of the Smart City and Geopixel tool for territorial management


Technological platform based on Geographic Information Systems (GIS) for territorial management and planning, with diverse functionalities. Due to the intense dynamics of urban territorial growth, the municipality invested resources in improving management, developing a technological platform based on a robust corporate access tool via WEB and software as a service (SaaS), offering various functionalities.


The administrative modernization project achieved the strategic objective of understanding what and where public policy actions and management of public resources in the municipality need to be applied, since the centralization of information, in a corporate environment, allows for optimization and decision-making. more assertive decision. The solution provided geographic bases of reliability, integrating very high resolution imaging for the entire territory of the municipality. In this context, 360° terrestrial mobile mapping was also carried out, characterizing public roads and the infrastructure of all properties in the municipality, as well as public educational units, geocoding of students and employees of the education and public health network, public lighting posts , traffic lights and service routes, covering school transport, garbage collection and other inspections.

Results and impacts brought by the project:

Integration of assertive and quality geographic bases integrating very high resolution images for the entire territory of the municipality, implementation of the Geopixel Cidades® Platform covering 136 layers of spatialized information with more than 330 active users on the platform; provision of 12 mobile systems for the city hall's internal teams and 3 automated certificates for citizens; updating the multipurpose territorial registry of approximately 230,000 real estate units, identifying new constructions, increasing buildings and eliminating built-up areas; carrying out 360° land mobile mapping characterizing public roads and infrastructure of all municipal properties; decoding of 19,252 students from the public municipal education network; conducting a complete update of the multipurpose territorial registry; increasing the efficiency of inspection teams; significant reduction in the use of paper by servers, allowing greater agility and transparency in serving citizens.

Winning project 7:

Organization: Belo Horizonte City Hall

City: Belo Horizonte - State: MG

 

Job Title: Belo Horizonte climate resilience policy

 

Climate change is an unprecedented reality in the history of the planet, and studies show warming. Belo Horizonte, like all major cities in the world, is directly affected, in different ways, by changes in climate. Municipalities have a fundamental role in implementing public mitigation and adaptation policies in relation to climate change, therefore, avoiding tree removal, investing in reforestation, urban afforestation and the conservation of natural areas, encouraging the use of renewable energy, reducing energy consumption, striving for energy efficiency, practicing and promoting the 3Rs policy (reduce, reuse and recycle materials), employ low carbon technologies and improve public transport with low greenhouse gas emissions are some of the many possibilities.

In this sense, since 2006, Belo Horizonte has had actions related to climate change, articulated by the Municipal Committee on Climate Change and Eco-efficiency - CMMCE, created at this time. The city currently has annual GHG inventories covering a historical series of 21 years, from 2000 to 2021, and since 2014, it has had an Emissions Reduction Plan (PREGEE), which was revised in 2020. In 2016, the Analysis was carried out of Vulnerability to Climate Change in the Municipality of Belo Horizonte and, in 2022, the launch of the Local Climate Action Plan, with the bill on the New Climate Law being processed in the City Council. Belo Horizonte, in a collective and integrated way, has been implementing measures that contribute to reducing greenhouse gas emissions, through waste management, the use of renewable energy, urban planning and land use, encouraging the adoption of more sustainable practices.

Results and impacts brought by the project:

    Implementation of a rain garden in the Fazenda Lagoa do Nado Municipal Park;Implementation of an Educational Center on Climate Change and Energy;Increase in the soil permeability index in the municipality, both in public and private areas, as provided for in the Master Plan (Law 11,181/2019);Planting of 40,000 trees in the last three years;Implementation of 6 miniforests, through the dense planting of trees;Execution of a planning process that reflects the real needs of the population, by creating strategic axes that emphasize climate justice ;Raising awareness and engagement of various public administration bodies;Increasing communication about the environment and climate change;Creating urban and environmental planning parameters for the medium and long term.

Winning project 8:

Organization: Caraguatatuba City Hall

City: Caraguatatuba - State: SP

 

Job Title: Caraguá Vaccine

 

The quantities of vaccine sent to municipalities were always lower than necessary. Queues and occurrences of conflict situations were reported in all press vehicles. People returned to their homes without being able to get vaccinated and exposed to the virus, due to the crowding. It was necessary to promote transparency in vaccination and remove privileges in access to the vaccine at a time when several municipalities were being investigated on suspicion of people corrupting the process.

 

The municipality of Caraguatatuba took a step forward using smart technology, when it implemented health units interconnected via fiber optics, equipped with computers, including in vaccination rooms. Implemented the 156 Relationship Center, a fundamental tool for digital scheduling. A virtual queue was created with an open protocol date and moderating factor of age group and other rules established by the Ministry of Health. The project used business intelligence through a dashboard with registered data, making it possible to analyze the demand for the vaccine and make more informed decisions. assertive measures to quickly immunize the largest number of people in the municipality.

Results and impacts brought by the project:

Effective management of the stock of vaccines against COVID-19, distribution of doses to health units carried out according to the records of patients referenced and covered for each shipment, quickly and anticipating the age groups by up to seven years compared to the age groups informed by the state. The analysis of registered data allowed us to know how many people, by age group, actually needed to receive the vaccine. This was carried out without crowds and avoided exposing the population to the virus, as the system informed the day and time for the citizen to present themselves at the health unit, considering the time needed for each application. A database of doses administered was also created, making it possible for supervisory authorities to consult information on who received the immunization and when. Furthermore, it was possible to extract the quantities to compose the “Vaccinometer” which was widely disseminated to the population.

Organization: Coronel Frabriciano City Hall

Job Title: Save to transform - Promoting the economy of public resources and transforming lives through culture change

 

One of the great difficulties of municipal management was being able to implement a new internal and external culture, seeking economic and financial rebalancing for the purchase of products and services, whose price increases occurred due to a supervening fact in the market. Given the complexity of the matter concerning the analysis of rebalancing requests, as well as the flow of requests filed, which rose on an increasing scale, it was deemed essential to create the Economic and Financial Rebalancing Commission. To this end, employees from the bidding, financial, budget and legal sectors were brought together.

 

From then on, it was possible to carry out careful analyzes of the economy and the market, as well as the Municipality's purchasing procedures. Internal flows of procedures and analysis standards were created for economic and financial rebalancing, in order to be more transparent in the process, observing legality, impersonality, morality, publicity, efficiency, segregation of functions and compliance.

 

The Commission created became of great relevance to the Municipality. She is respected and independent. All decisions are made impartially, taking into account technical and legal requirements. The analyzes of market volatility, carried out by the Commission, generate great savings for the Municipality, as it only gives a favorable opinion, in relation to price realignment, only for products/services that have undergone some change, due to supervening events or extraordinary circumstances that , consequently, they provide economy in the management of public resources.

 

In 2022, the Commission provided public resource savings in the amount of R$ 1,228,573.09. In this sense, by carrying out conscious expenditure based on municipal demand, requiring quality goods and services and bearing a favorable price for both public management and the supplier, the municipality promotes an efficient and effective service for citizens. The cultural change achieved in the contract management departments, as well as in all suppliers, must also be highlighted.

Results and impacts brought by the project:

The savings generated are available to be converted into investment for the municipality, fulfilling the mission of this management: to promote excellent public management, aiming at the satisfaction of citizens with popular participation and supported by modern governance practices, valuing and respecting the public servant, the environment and socioeconomic and cultural aspects, transforming the lives of the Municipality’s residents.

Winning project 10:

Organization: Esteio City Hall

City: Esteio - State: RS

 

Job Title: Municipal Science, Technology and Innovation Policy of the Municipality of Esteio

 

Esteio is the smallest municipality in Rio Grande do Sul in terms of area. The lack of territory for the installation of large companies is a challenge for the future of the municipality. The solution is to look for alternatives in sectors that promote innovations while occupying smaller spaces.

 

Thus, in 2020, Municipal Law No. 7,635 was sanctioned, establishing the Esteio Municipal Science, Technology and Innovation Policy, which aims to accelerate economic, social and environmental development; encourage technological and innovation activities, as well as scientific production; increase the competitiveness of the municipality and the companies located there; cooperate for sustainable development through innovation; qualify municipal public services; integrate actions from the public, private and academic sectors; foster innovation entrepreneurship; and encourage the emergence of technology-based startups.

The law established three mechanisms to achieve its proposals:

    the Municipal Council for Science, Technology and Innovation, which is responsible for assisting the Municipal Administration in implementing and monitoring this policy. It is made up of representatives from the City Hall, higher education institutions, technical schools, an association representing the industrial, commercial and service sectors, companies and parks, hubs or technological incubators; the Municipal Fund for Science, Technology and Innovation, which aims to support plans, studies, projects, programs, technological and engineering services, human resources training in the areas of technology and innovation entrepreneurship, events and other actions related to the implementation of the policy; and the Strategic Governance Units, which may be created when implementing long-term projects in science, technology and innovation, facilitating coordination between the public, private and academic sectors.


Results and impacts brought by the project:

Since the institution of this Policy, the City Hall has signed contracts for the provision of advisory services and technological incubation in the city of Feevale Techpark, at the Feevale University of Novo Hamburgo (RS), and for installation in the Municipality of the Innovation and Technology Unit (Unitec), incubator at the São Leopoldo Technological Park (Tecnosinos), linked to the University of Vale do Rio dos Sinos (Unisinos), in São Leopoldo (RS). Since 2021, both institutions have promoted selections for incubating companies or business ideas in their units in Estei, with 15 initiatives selected. These actions bring the public sector and Higher Education institutions closer together, offering training and advice for developing companies and business ideas in the city, at no cost to entrepreneurs.

Winning project 11:

Organization: Florianópolis City Hall

City: Florianópolis - State: SC

 

Job Title: Floripa Mais Tech

 

Project aimed at training new professionals in the areas of technology, involving 3.5 thousand people over 14 years of age, giving them the opportunity to delve into the world of technology and prepare for the professions of the future in a free, practical way.

 

The program features digital games, courses and learning trails in the technological area. Consisting of Aulão do Futuro, where renowned professionals from the world of technology will explain all the details of the program; Beginning of the Journey, with introduction to technology courses according to the level of knowledge; Quick Tracks, targeting technology learning trails, live classes, practical exercises and various challenges; Professional Training in Technology, with technology training courses according to the performance profile of each enrollee.

Students from the Municipal Network of Florianópolis aged between 10 and 13 participate in the program called Jornada Kids, a special learning trail, offered within municipal schools for everyone. Floripa Mais Tec activities were carried out in the classroom with the aim of stimulating technological learning among children, contributing to the development of essential skills for the professions of the future.


Results and impacts brought by the project:

In Jornada Kids (10 to 13 years old), 34 schools were attended, with speakers giving 111 lectures, in which 9,167 students from the 5th to the 8th year were mobilized and of these, 3,081 students and 74 teachers were trained. At the Aulão do Futuro, 06 guests (presenters and speakers), through 10 transmission points, with 3,702 participants (online in-person). In total, more than 20 thousand were raised, with more than 10 thousand registered in the program.

Winning project 12:

Organization: Garopaba City Hall

City: Garopaba - State: SC

 

Job Title: Garopaba in Action: City planned with innovation and sustainability

Garopaba in Action is a sustainable development program that builds a harmonious culture between the different aspects of the city, taking into account the complexities that involve the dynamics of the environment, human beings, the economy and society. Exactly for this reason, it is not a watertight project, it is a plan that is constantly improving and involves the participation of the population.

 

In just a short time of activity, the program has already achieved positive indicators in several areas. Furthermore, it became a reference in the actions carried out in the city. Recently, the municipality of Garopaba was one of the finalists for the Band Cidades Excelles award, in the Sustainability category.

 

Through strategic planning aligned with the 2030 agenda and the 17 Sustainable Development Goals (SDGs), proposed by the United Nations (UN), the Garopaba Em Ação Program allowed the execution of projects and initiatives at a much greater level of maturity that traditional programs, since all initiatives born from them begin with an explicit motivation process, evolve into a case study, promote a prior debate and end with an analysis of economic, social and environmental viability, which will allow the impacts to be measured generated by the program.

Results and impacts brought by the project:

Works and other large-scale actions were carried out in practically all areas of public administration, covering health, education, security, environment, technology and other sectors involved. Programs and projects that, when executed, solve chronic problems through innovative and sustainable alternatives.

To execute Garopaba em Ação, partnerships were established with the municipal public administration, with the direct involvement of programs and projects at state and federal level, through the transfer of resources. Indirectly, associations and organizations from the third sector also participated, in accordance with the program applied.

Winning project 13:

Organization: Hortolândia City Hall

City: Hortolândia - State: SP

 

Job Title: Debureaucratization for citizens and efficiency for management - Geopixel Online Approval

 

Hortolândia has established an ambitious strategic project for the modernization of its administration for 2023. Among the goals was the digitalization of approval processes for construction projects and the granting of occupancy permits. Most construction, renovation or demolition permit processes require an analysis that can result in rework for municipal employees.

 

In partnership with the company Geopixel, an innovative and unprecedented solution was developed on the market, maintaining the same quality and depth of analysis that the City Hall needs. This solution aims to make the approval of construction projects and housing 100% digital and online, directly impacting the reduction of bureaucracy in processes.

The solution developed eliminated the need for physical printing of documents in the routine of public servants and project offices (engineers and architects), who previously entered processes in an analogue way (paper) and in person in the protocol sector of the Municipal Palace. These procedures were replaced by 100% online project analysis via the municipality's website.

The solution has provided greater comfort and ease for citizens, as well as greater efficiency and agility for processing processes internally at city hall. It is a 100% paperless solution, which contributes to sustainability and the environment, in addition to streamlining management processes, simplifying demands such as changing technical responsible, expansion, adaptation, annexation, process cancellation, certificate of work not started, construction, demolition, habitation, regularization, license renewal, etc.

Furthermore, every month the municipality is obliged to send to the Federal Government, by the 10th or the first business day before, all Construction Permits and Occupancy documents granted in the previous month. To facilitate your processes, the solution was customized to automatically send all necessary documents to the Federal Government, with complete integration with SISOBRAS, thus avoiding the payment, by the City Hall, of fines for late delivery.

Title of Work: Socio-environmental Diagnosis by Hydrographic Microbasins (DSMH): The Joinville-SC mechanism for applying marginal strips of urban watercourses

 

Project to preserve the ecological function and make irreversible areas more flexible, taking into account sustainable urban development and taking into account the urban drainage function, establishing the rules for the technical study required by federal legislation. Following the project methodology, the private interested party makes the request, prepares the study, presents it to the Environment Secretariat for approval and to the Municipal Environmental Council, followed by approval by decree.

The Socio-Environmental Diagnosis by Hydrographic Microbasins was Joinville's sustainable technical study to apply setbacks to urban water bodies. Fragmenting the hydrographic sub-basins into micro-basins was different, for technical qualification, the determining ecological function, thus guaranteeing the communion between preservation and development.

The Early Childhood Alerts platform helps identify people in vulnerable situations. The platform integrates data from three areas, namely: health, social assistance and education, supporting the development of intersectoral actions and involving professionals from management to the end server. The platform uses the data for decision-making to identify whether a pregnant woman failed a prenatal appointment, for example. With this, the municipality's support networks carry out active searches and resolve any problems previously detected via the platform.

By using the Early Childhood Alerts platform, Jundiaí chose to adopt fourteen risk alerts, generating a broad database that enables the development of integrated policies:

    Children out of school; Demand for the federal Happy Child program; Child late for childcare appointment; Pregnant woman late for prenatal appointment; Pregnant woman who did not undergo an HIV test; Pregnant woman who did not undergo a syphilis test and pregnant woman who did not undergo a dental appointment.

 

These are some of the "alerts" issued directly to employees of the Basic Health Units, CRAS (social assistance equipment) and Education Management, according to the need for each alert generated.

 

The innovation lies in the action process carried out, as the platform transforms the city into a large laboratory for verifying the positive impacts of policies and has already mapped hundreds of problems that require attention and pro-activity on the part of management. The faster the government anticipates [in the case of early childhood, which is the priority], the more the city gains in terms of the quality of development of children and their guardians.

Important reduction in cases related to the 14 parameterized alerts. From August 2022 to April 2023, with more than 10 thousand alerts issued, 2,416 of which were completed by sector teams, 292 open and 224 already being attended to.

On the topic of mental health, the program aims to propose new possibilities of approach and professional action in relation to the citizenship of people with mental disorders.

In women's health, comprehensive, quality and resolute assistance, which meets women's needs, through preventive health actions, enabling resoluteness at this point in the Network. In pediatric health, health promotion, disease prevention and child care actions are developed, making a commitment to providing quality of life so that children grow and develop their full potential.

 

The initiative is a pioneer in the country and shows care in all phases of implementation: the inclusive proposal, the design of an itinerant structure, the multidisciplinary service network, the implementation roadmap and the possibility of adaptability.

The main innovative proposal implemented in Morrinhos education was to give priority to pedagogical actions that will converge towards the personalization of learning, aimed at respecting the learning pace of each student. To this end, a task force was set up so that the 20 municipal schools in Morrinhos were in accordance with the National Common Curricular Base, seeking to reduce inequalities in the education offered as much as possible and guaranteeing students the right to learn a fundamental set of knowledge. To this end, an Educational Governance System was implemented, with teaching materials and teacher training, computer laboratories, accompanied by the provision of high quality internet in schools. In addition, digital whiteboards were acquired for all classrooms and a system was implemented facial recognition in schools.

 

With the new Educational Governance System adopted by the municipality of Morrinhos, it was possible to provide students with innovative educational experiences that go beyond the classroom, as it is very important for students to explore other spaces that contribute to the learning process. Correlating its application with the concept of ESG, this type of construction presented significant effects, focusing on the efficiency of the public machine, sustainability of programs and innovation of process flows.

Job Title: Smart City Program

 

The Smart City Program aims to promote the municipality's technological and digital development, directly and indirectly promoting areas such as economy, education, health and safety. Pindamonhangaba sought the concept of Smart City in an expanded way, in which citizens need to be intelligent and evolve together with the city. The true smart city is made by people and for people. Therefore, considering all the actions and projects developed and the advances achieved, the process of seeking ABNT Certification for Smart Cities, defined in the ABNT NBR ISO 37120, 37122 and 37123 Standards, began. On January 25, 2023, Pindamonhangaba received o Certificate in the first of the 3 standards, 37120 - Indicators of Municipal Services and Quality of life for Sustainable Cities and Communities, at Platinum level, certifying more than 90% of the indicators. Pindamonhangaba is the second city certified as smart in Brazil, and the first among medium-sized municipalities.

 

The city is characterized by reduced bureaucracy, with digital solutions for almost all municipal services, which have already saved around US$20 million, with annual growth of more than 20%. Currently, the municipality is seeking to improve its actions, moving towards the implementation of a School of Technology focused on the city's economic vocation, in addition to the implementation of an open condominium for innovation and acceleration of 5G technology. With this, Pindamonhangaba became a national reference in the implementation of Smart City.

 

Results and impacts brought by the project:

The Smart City Program facilitated the reduction of bureaucracy through online systems applied in all segments. It also adopts a data security system regulated by a Municipal Decree based on the LGPD.

 

The Smart City Program comprises the digital Ombudsman and a new education platform with a hybrid teaching system. The health sector is fully computerized, integrated and humanized through a scheduling system and access to medical records.

 

As part of the Program, the City Hall provided 110 Wi-Fi points; installed 1,285 intelligent system (AI) monitoring cameras at all city entrances and exits and smart traffic lights; made 1,408 chromebooks and 116 interactive screens available in Municipal Schools, impacting approximately 10,000 students; installed and maintains an Integrated Security Center and 3 Mini Centers in strategic locations; and all municipal taxes are issued digitally, with access via electronic service and interactive self-service totems.

The guidelines that guide the future of urban mobility in the municipality of Ribeirão Preto are based on the guidelines presented by the National Urban Mobility Policy (Federal Law nº 12,587/2012) and the Municipal Master Plan (Complementary Law nº 2,866/2018). In this way, the bases for a responsible discussion about municipal urban mobility are established, which makes it possible to readjust the basic structure created.

Rio Negro Cidade Segura is a preventive program that requires the maintenance of a Video Monitoring Center for the collection, storage and delivery of images that will assist in the investigation of crimes and crimes.

 

Through an agreement with the Military Police of Paraná, the Federal Highway Police and the Civil Police, it operates more than 400 cameras in an integrated manner, mirrored by a video wall which, when necessary, are requested to assist in completing police investigations. This prevents the police from wasting time analyzing images. It also directly benefits citizens, who have access to the monitoring system via digital means. With one click, it is possible to send a request for images, using pre-established criteria, such as the Police Report and identification.

 

This service had 1,218 access records from August to December 2022. The Patrimonial Route was born from the verification that our public property guards could, if there was movement, make rounds on a fixed route and assist in the prevention of criminal actions instead of remaining in fixed guardhouses.

Combining the two actions - Videomonitoring Center and Route - the Heritage Patrol emerged, which in addition to Surveillance, provides empathetic assistance to citizens, with a characterized car. Infant mortality is an indicator used to measure the quality of life and health level of a population. Santana de Parnaíba works with a multidisciplinary and inter-secretariat team that aims to reduce child mortality (preventable deaths). The creation of the Maternal, Child and Fetal Mortality Surveillance Committee (CVMMIF) began in 2003 in the municipality of Santana de Parnaíba, which also created, from 2017 onwards, the Baby Step by Step Program, a multidisciplinary and multidisciplinary project. secretariat with priority in early recruitment of pregnant women to prenatal consultations, carrying out exams, vaccines, prescription of medicines and other procedures; Priority in granting places to pregnant women in situations of social vulnerability and/or risk for income generation, including them in courses already existing in the municipality, training and raising their self-esteem (Social Risk Vulnerability of Pregnant Women); transportation assistance (Cartão Mãe Parnaibana) for all pregnant women up to 60 days after giving birth; Prioritization of care for newborns born in the municipality's Maternity Hospital and in high-risk childbirth reference units, with childcare consultations scheduled within 15 days in Basic Health Units or High-risk Childcare Outpatient Clinics.


Systematic monitoring of all babies up to 1 year of age is carried out, with guarantees for exams, vaccinations, referral to specialties when necessary and active search for children under 1 year of age who fail to attend appointments. This Bebê Passo a Passo (Mother and baby grade 10) program integrated the departments of Health, Education, Communication, Social Assistance and the Social Solidarity Fund to offer an excellent service.


For pregnant women who undergo complete prenatal care, fulfilling the necessary social conditions and others such as attending at least 7 consultations, receiving all vaccinations, attending dental consultations and the 3 lectures intended for pregnant women, they receive a "layette kit " in the eighth month offered by the Solidarity Fund. After 2 years, the municipality demonstrated the solidity of the project with the inauguration of the Santa Ana Municipal Maternity Hospital in 2019.

GeoSampa is the digital map of the city of São Paulo. A strategic territorial analysis and management tool for the municipality. It is a geographic information system, which catalyzes all territorial information in a single place. In addition to contributing to the municipality’s increase in the open data ranking (FGV Index).


This system integrates and distributes geographic data to several other PMSP systems, whose decision or analysis is based on territorial management. The portal follows the guidelines of the Strategic Master Plan (PDE). The largest collection of geospatial data about the capital, the platform is fundamental for defining public policies. GeoSampa is a technological solution from Prodam for the Department of Urban Planning and Licensing (SMUL) and has the support of several municipal bodies in providing the information that makes up the layers.


The digital map brings together georeferenced data on more than 350 layers relevant to the city of São Paulo, such as zoning, public transport network, libraries, schools and parks. In addition to strategic areas such as tax lots, urban trees, and public facilities in the areas of education, health, social assistance, culture, sports and leisure.


Launched in 2014, intranet version, and in 2015, the internet version, GeoSampa is a reference for transparency in georeferenced information in the city of São Paulo and its innovative features are the fact that it has access to metadata, geoprocessing tools and other data from interest to users. From the map it is also possible to download georeferenced files, maps, plans, sketches, satellite images, aerial photos and orthophotos. In this way, it was possible to know the real condition of all the streets in São Paulo, even though there are 17 thousand km of asphalt, 196 million square meters, with the asphalt in different conditions. With Gaia data, it was possible to plan the largest resurfacing program underway in the country, following technical aspects and identifying that there are no significant differences between the pavement in the central and peripheral areas of the city and on which roads the City Hall should act and with resurfacing. exclusive, generating a more effective investment, financial and material savings, and greater quality.

Data analysis made it possible to analyze the way drivers travel (whether through collector roads, large avenues, local roads) and understand the feeling of discomfort felt on their daily journeys. The system works in an unprecedented partnership with civil society. 108 vehicles, including taxis and apps, map the city by driving around it. A sensor installed on the car's axle sends the message to a “black box”, which is located under the driver's seat. A camera installed in the rear view mirror identifies the location the car has traveled. The deformation of the pavement is immediately registered in a request center within the Secretariat of Subprefectures of the Capital. Every time the undulations of life make the car shake, the bump is mapped and classified.

The new model allows monthly monitoring of streets and avenues, in addition to identifying changes that have occurred over time, whether due to wear and tear on the asphalt or even works carried out by concessionaires. This unprecedented supervision makes it easier for roads to receive exclusive resurfacing, generating more effective investment, financial and material savings, and better quality.

MobVinhedo is a public transport management system that provides safety for the people transported, transparency and optimization in relation to the routes taken, cost and travel reduction, greater security for the manager in the decision-making process, dignity and appreciation of the citizen driven and real-time monitoring of trips made.

The main innovative features of this work is the management of individualized passenger transport, with gains for users and the public administration.

 

Control is based on a QrCode that each passenger receives, and which must be registered when entering and exiting the vehicle. This allows for greater security, by monitoring the entire passenger journey, as well as the car and people on board.

Results and impacts brought by the project:

The main results and impacts of the proposal were the reduction in waiting time for users of adapted transport, the increase in student safety on the way to school, the improvement of city hall management in controlling routes, providing savings for the public administration municipal.

The TARGET platform is a management support tool for monitoring Municipal Administration projects and strategic actions. It provides integrated communication, centralizing and unifying project information from all agencies in a single place, promoting greater agility in the decision-making flow by leadership and ensuring that measures taken quickly reach those responsible for rapid action.

The Target Platform's strong characteristic is its customization capacity, allowing it to easily adapt to the most diverse management models. In January 2021, it was integrated into the planning and monitoring of strategic projects at Recife City Hall, enabling the municipality to better organize its management processes, through support for the development of tools, dashboards and reports that enable:

    Identification of projects with a tendency to compromise deliveries; Structuring and monitoring countermeasures to guarantee good performance; Statistical data from the execution of projects that assist teams in planning; Support in fundraising, enabling access to a structured repository of projects and a more efficient allocation of resources raised; Support for Institutional Communication in the provision of strategic information; Consolidation of strategic information in a structured manner and periodically submitted to the Mayor and Municipal Secretaries for support in decision making; Communication of deliberations and referrals generated by senior leadership.

 

Results and impacts brought by the project:

    Improvement in the ability to plan, execute and monitor projects. Job Title: Rio Smart Sustainable

 

The Rio Program is based on the three strategic guidelines of the Rio de Janeiro Smart City Coordination, which proposes actions to: Increase the City's visibility, attracting investments, engagement and trust; Rescue self-esteem, stimulating a sense of belonging and pride in the city to promote engagement; Improve weaknesses associated with Smart City indicators, and strategic objective number 4 of the Brazilian Charter of Smart Cities, with special emphasis on recommendation 4.4.4: “Establish mechanisms to identify innovative public servants at all levels of government.

 

The main innovative feature of this program, after the mapping and recognition stage, is the process of classifying the 60 initiatives into different themes, for subsequent work, when viable and relevant, to gain efficiency, enhance results, scaling and optimization. To make this classification tangible, the RIO+ SEAL was created, which will recognize initiatives that are already contributing to a smarter and more sustainable city. In the 2022 edition, three different categories were established for the Rio+ seal: Bronze (from 20% to 49% of the total possible points); Silver (from 50% to 79% of the total possible points) and Gold (80% or more of the total possible points).

 

The criteria used to classify the initiatives were based on the main concepts of smart and sustainable cities, weighted according to the following key questions: Ability to influence other themes (in addition to the key theme that the initiative is related to, what other themes it impacts) ; Participation (how the participation of citizens and municipal councils was included in the structuring of the initiative); Use of Technologies (how the initiative makes use of available technologies); Reach (potential coverage and people affected); Duration (expected time for execution of the action).

Job Title: Rio de Energia Verde - Acquisition of Clean and Renewable Energy in the Free Energy Market

 

Energy Efficiency Program (PEE) of the City of Rio de Janeiro, implemented through Decree 49.703/21, aligned with the objectives of the Sustainable Development Plan (SDG), whose main projects are: Acquisition of Green Energy in the Free Energy Market (ACL), Public-Private Partnerships (PPP) for the construction of a 5MW photovoltaic plant in a landfill area, Implementation of a Pool of 100% Electric Vehicles and Replacement of Public Lighting with LED lamps.

The Green Energy Acquisition Project in the Free Energy Market (ACL) in the private sector is relatively mature and consolidated, however in the public sector, there is still a culture of contracting energy with the local concessionaire (Captive Market), using, including the idea that it is exclusive. The City of Rio de Janeiro is a pioneer at the Municipal level in the acquisition of clean and renewable energy in the Free Contracting Environment (ACL), also known as the free energy market. In this contracting environment, there is a large supply and free negotiation of energy to be acquired with potential cost savings of around 40%, in addition to environmental sustainability, zeroing Greenhouse Gas (GHG) emissions through energy consumption. 100% clean.

 

This environment provides the freedom to negotiate directly with energy producers (generators), eliminating intermediaries and allowing greater predictability, flexibility and the choice of renewable energy. In ACL there is the possibility of negotiation, prices, terms, volumes and payment methods that are different from the traditional market, also known as Captive.

Results and impacts brought by the project:

Acquisition of 100% renewable energy, eliminating GHG emissions and achieving savings of an average of 40% in electricity expenses, without associated investment costs, as it is a technical administrative act. It was necessary to create a Project Team focused on modeling, eligibility of each consumer unit and specific legislation for the Brazilian energy sector. In the first stage of the Project, an auction was held for the acquisition of more than 76 thousand MWh for a 5-year contract, the result of which was 40 thousand tCO2 avoided and more than R$30 million in savings in energy expenses at the Administrative Headquarters of the City of Rio de Janeiro. itBuzz is a connectivity tool for cities and public spaces. Connectivity, in the essence of the term, is connecting people to other people, institutions, information and knowledge. In contemporary times, being connected has become essential for the individual's recognition as part of society. Participating in the network through data and digital actions is an integral part of the exercise of citizenship today. Within this context, itBuzz presents itself as a powerful tool in building a digital government that enables eGov in cities by connecting citizens to the global network and enabling digital access to public services with agility and efficiency.

From a technical perspective, itBuzz is an analytical platform based on a SaaS (Software as a Service) model for managing access to hotspots. ​Its purpose is to control access to the public network in an automated and secure way, through a customizable and fully cloud-based authentication portal for the city's residents and visitors, while displaying insights to city hall managers through its resources of data-based intelligence.

The platform uses data collected from users during access to the portal so that the institution can communicate in a personalized way with citizens, through audience segmentation in directing campaigns with video, image, text or research. This approach allows for useful and effective communication, increasing the assertiveness of communication campaigns and improving user satisfaction with the services offered. With this, it is possible to offer relevant content for each user profile, such as information about the municipality's cultural and educational agenda, tourist information, vaccination campaigns, institutional communications, satisfaction surveys, informative content, among others.

The tool also stands out for having a progressive profile enrichment system, where a profile is created for each portal user. This profile is gradually updated as more accesses are made and, consequently, more data is collected. The innovative methodology enables citizen participation based on data, which is treated securely and in accordance with current legislation.

Results and impacts brought by the project:

An example of the benefits of connectivity for public administration can be seen in the city of Divinópolis (MG), where fiber optic connection had a major impact on the public health system, providing significant gains in agility and efficiency. Job Title: Remote Primary Care

 

Implementation of the first pre-clinical care service for users of the Brazilian single health system, which began in 2019 by the City of Florianópolis and which proved to be of immense scope and social relevance, especially during the period of the Covid-19 pandemic, in biennium 2020/2021 and also in the post-pandemic period.

Pre-Clinical Care allows the demands of SUS users to be resolved, on a preliminary basis, by a specialized nursing team. This model is already adopted in many countries around the world and served as a reference for TopMed.

Data from the National Supplementary Health Federation (FenaSaúde) estimates that 80% of primary care cases could be resolved remotely. Furthermore, FenaSaúde and the National Supplementary Health Agency (ANS) indicate that the average waiting time for patients in primary care units is at least two hours, but can multiply depending on the risk classification.

The solution emerged as a unique and exclusive proposal in public health in Brazil. Think about offering SUS users a digital gateway, that is, anywhere with access to telephony or the internet, and which operates uninterruptedly, 24 hours a day, 7 days a week.

Results and impacts brought by the project:
